The spokesman of the Spanish Government, Soraya Saez de Santamaría, reported at a press conference after the conclusion of the Council of Ministers last week that the proposed law is based on the principle of single license to allow economic operators to apply their law of origin to operate throughout the country, thus not having to resort to different regional specifications or special permissions. “It is based on a principle of mutual trust”, she said. In addition, it promotes the creation of the National Council of market unit, aimed to make that different regional regulations converge. It is a law based on the coordination of all administrations, said Sáenz de Santamaría, after ensuring, however, that it does not intend to establish a harmonization nor a recentralization, since licenses or permissions of each administration will be accepted assuming the presumption of legality. “The well-made for one administration must be well done to all”
